`import basis.all` loads the eight tables of lib/basis and the lookup by
name (lib/basis/named), so `basis_named(name)`, and lib/hf/mole's
`molecule(atoms, name)`, accept any of them, whatever other tables the
program uses. A program that knows its basis set uses that set's module
(`import basis.pople631g`) and links one table.

Used with `import basis.all`.
